The meeting was called to order at 5:00 P.M.
APPROVAL OF MINUTES:
The minutes of the November meeting were reviewed and approved as written.

Annual Elections
A vote was taken. Phil Pearson will remain as Chairperson for the next year and Ray Sylvestra will remain as Treasurer for the next year also.
Covenant
Support Services
Nills Swanson from Covenant Support Services presented a power point on SSI (Supplemental Social Security Income) SSDI (Social Security Disability Insurance), and Regular Social Security. He has 10 years of experience in the Social Security field. The presentation was an overview of the three benefit programs. The information was helpful but it was confusing and it was discussed to have Covenant Support to develop training for FCC directly to help families understand the process better. Nills agreeded to follow up with Chairperson Pearson. Nills will develop something that can be posted to the local FCC website.
Recommendations for Libraries
The Family Care Council approved $60.00 to purchase two new books for use in the Volusia and Flagler Counties Public Library systems.
Speaker-phone
The Council approved the purchase of a speaker phone with a remote. They will pay up to $750.00 for purchase. Sandra Mills will let Shirley Bostick of APD know so the purchase can be made.
FCC update
The state Family Care Council meeting was held in
Agency Update
APD has interviewed and identified the needs assessors. They are scheduled to begin on January 4, 2008. The survey will begin at the end of January or the beginning of February after they have received training. Assessments will begin with the homes licensed by APD, followed by those on the waiver, ending with those on the waiting list. Linda Cleary and Leslie Richards have gone through the training and will train the new assessors. Vanessa Carter is the APD trainer and she has begun her Personal Outcome Measures (POM) training so she can train providers on how to use POM’s daily when working with individuals. It is a tool used through the council of quality leadership to look at the needs of people and look at their quality of life, their needs, and what is important to them in their life. This will aide Support Coordinators, families, and providers to help put supports in place to help the person meet those needs. NRSS (Non-Residential Support Services), Chore, Homemaker, Therapeutic Massage, and Psychological Assessments were eliminated effective December 1, 2007. The definition of Companion has been expanded to include 1-3 people receiving support at a time. This was done in conjunction with ACHA and APD. To date, 5.7 million dollars has been identified through out the state for recoupment. This mainly has been has been from over billing from providers. The funds recouped may be able to address the deficit and the wait list.
Open Discussion
Chairperson Pearson went to a Legislative session in Bunnell and he spoke up for Developmental Disabilities. He told them the most critical need is for those whose caregivers are going to die. Second, he wants them to support Jane Johnson’s Strategic Planning. Third, he wants them to appeal to Governor to sign some of the applications for FCC. Chairperson Pearson has not heard back from the Governor about new appointments for membership.
Chairperson Pearson has not heard back from Senator Lynn’s office. Once he hears back he will hope to schedule her or a representative to speak at one of the meetings. FCC may send out post cards to advertise her coming visit to the FCC.
