I. ROLL CALL:

The meeting was called to order at 3:08 PM. Roll call established a quorum.

II. APPROVAL OF MINUTES:

Member Phil Pearson made a motion to accept the minutes of the November 10, 2005 meeting as written. Member Ray Sylvestre seconded the motion. Motion carried.

III. AGENCY FOR PERSONS WITH DISABILITIES UPDATE:

Michele gave a detailed account on the recent events occurring at the APD. She reported that they allocated $ 9,500 annually to the Family Care Council District 12 budget. During 2005 money spent on travel and supplies totaled $1, 057.35, $1,006.45 to Easter Seals, and $2, 625 is obligated to Easter Seals. Therefore, $4,817.20 is left over.

Approximately 1,400 people are eligible for Med Waiver services in Area 12. Approximately 1,100 of those persons have funding. Since July 106 people have been transitioned off the waiting list.

There will be a provider fair on January 21st at Palm Coast High School with Parent Day from 12:15 PM to 1:15 PM. There will be a Transition Fair with breakout sessions on January 26th at Flagler Palm Coast High School. There will also be a provider fair at Boston Ave on February 9th from 3 PM to 6 PM. The intent is for these fairs to occur monthly at different locations in Volusia County. At the present time local providers are attending Supported Employment certification training.

On January 13th four new staff members will begin their employment at the APD. Currently they are advertising a position for a quality assurance and provider development assistant. The Area Administrator is currently conducting interviews for a person to assist with financial management. Also, they will be relocating to the 3rd floor within the building that they occupy currently. The move will give them much more space which would allow them to designate specific rooms for training and future meetings.

An AQL steering committee met last week and discussed two projects. The first was to develop an orientation and the second was to create a one stop application process for individuals with disabilities needed services. Andrea Gigett, motivational speaker and owner of Winning Concepts USA, Inc., was a speaker at the meeting. She may come to a future FCC meeting to help increase FCC membership and improve decision making at the meetings. There will be another steering committee meeting on January 27th and March 1st from 10 AM to 12 PM.

IV. NEW BUSINESS:

There will be a FCCF meeting in Orlando January 20th and 21st at Amerisuites that FCC chairperson Edith Kegle will be attending. Edith also mentioned the FCC flyer which is currently under development to be submitted to the Volusia and Flagler county schools. The flyer may not be mailed out if the Volusia county school board allows the FCC to be featured on their website.

Chairperson Kegle introduced two new members, Ray Sylvestre and Phil Pearson, to the FCC Area 12 board. Member Kegle made a motion that Ray Sylvestre and Phil Pearson become Co Vice Chairs for the Family Care Council Area 12. Member Peterson seconded the motion.  Motion carried.  Each member accepted the nomination. Co Vice Chair Phil Pearson made a motion to nominate acting chairperson Edith Kegle as the official chairperson for the FCC Area 12. Member Linda Peterson seconded the motion. Motion carried. Member Kegle accepted the nomination.

The "Not Just Somehow But Triumphantly" motto was presented and will tentatively be the FCC Area 12 motto.

Co Vice Chair Phil Pearson made a motion to fill out and submit the ARC grant application. Member Ray Sylvestre seconded the motion. Motion carried.

Chairperson Kegle stated the FCC Area 12 bylaws will be discussed now that more members have joined the Council.

Chairperson Kegle stated that she downgraded her home internet access to Road Runner Lite for $29.95 per month. Co Vice Chair Pearson asked if that package included web space. Chairperson Kegle was unsure and stated that she would find out. Co Vice Chair Phil Pearson made a motion to allocate $360 for internet access fees during 2006 for the Chairperson Edith Kegle. Co Vice Chair Ray Sylvestre seconded the motion. Motion carried.

V. OPEN DISCUSSION:

Kelly from WORC/UCPECF mentioned that they merged with ARC Angels of Ormond Beach on January 1st, 2006. Also, WORC/UCPECF will be distributing a 4 page survey to people who serve individuals with disabilities. The survey will ask questions about recreational facilities and activities for persons with disabilities. If there is a significant interest shown in the survey results they will make facilities accessible for disabled persons.
